As with all things baja a lot of the info you get is conflicting. In May the guy with the gun said pull over and get one, so we did. I don't know if you can count on the cop pulling you over to know if you should have one or not either. Better just to buy one. It's cheap ~$23, and lasts for 6 months.

better safe than sorry... but do you guys really have mex boat permits for your kayaks... just got my first kayak and will be going to poach my wsb dreams soon.

Yep. Better safe than sorry. Get em at Squidco. I tried Dana landing once and they wanted my registration. Uh, right.

Is there a differenc between a tourist card and a visa? I think you just need a tourist card but could be wrong.
