Tony and I usually put something together but I'll be out of town this year and I don't recall if Tony said he was going. Yes, there are No Parking signs posted but we've camped out at the last 2-3 events, maybe longer. Just keep the noise down and leave the area cleaner than you found it and you should be good. I've seen police cars roll through but they never stopped, I only know of one car that was cited, they trailered some kayaks and parked their car and trailer in the single car stalls.

§86.0135 City–Owned Parking Facilities — Santa Clara Point — Parking of Boats
Prohibited
Notwithstanding the provisions of Section 86.19.2, no person shall park a boat or
unattached boat trailer on Santa Clara Point parking facilities from 2:00 a.m. to 5:00
a.m. daily, including holidays and Sundays. The Police Department shall have the
right to impound any boat or unattached boat trailer found parked in said parking
facilities in violation of the terms of this section. In impounding said boats and
unattached boat trailers, the members of the Police Department shall, insofar as
practicable, follow the provisions of Section 22852 of the Vehicle Code of the State
of California. No boat or unattached boat trailer may be removed from said parking
facilities under the provisions of this Code unless signs are posted in said parking
facilities which give notice of the restrictions stated herein. Nothing herein shall
prohibit the parking on Santa Clara Point parking facilities of a boat or boat trailer
between 2:00 a.m. and 5:00 a.m., if such boat or trailer is attached to a motor vehicle.

so basically your trailer can not be detached, and you have to park it the the correct spots..
