I supposed it would be the same enforcement people that look for torn tags off mattresses and pillows.
The fine can't be that big, it's only a crate right? I actually found one on the side of a road. I looked for a return phone number and. . .well. . I really didn't try that hard, besides it fit perfectly on the kayak.
