For salt water with ocean enhancement stamp you can fish on a boat, kayak, at surf with no limit on rods.
At pier no license required, but two rods, or two nets, or a rod and a net in the water at the same time. You can have with you many rods, as long as only two are in the water.
For fresh water, with the second rod stamp, you can have two rods. Although I am not sure, but I believe no more than two rods in fresh water on kayak, boat, or float tube.

Thanks, Good to know. What about the number of hooks? My vertical jigs often have 2 slow pitch jigging hooks on both ends for a total of 4 hooks. Is there a limit to the number of hooks per fishing rod? Back in the heyday of Rockcodding, I would normally use 12-18 hook gangions.

First of all; I am posting regulations for Southern California. Which differs from Northern California in some laws.

For rock fishing and during its season only two hooks.
Bait rigs (Sabiki), no limit. You really can’t put too many hooks on lures.

SoCal is what I am asking about so that works. Thanks.

When will I be getting a refund for my reduced 2021 fishing season due to So. Cal Oil Spills and Sewage Spills?

You will have a better chance of collecting from the oil company than F&W.
