Mission Bay - Halibut

Not asking for the coordinates to your honey hole but don't fish the area usually and am looking for some tips and pointers for the tournament next month, specifically for fishing halibut..

Last year half the kayakers paddled outside of the bay, past the mean waves setting in the middle of the inlet there and some where even said to paddle out to 9 mile

Nonetheless, just trying to pick some brains and was wondering what would be a better plan of attack; Paddle on over to the bait barge in the back near Dana,load up and just putt around the bay looking for a big ol beast or since the start times now @ 0400, are we better off paddling out to open water, making bait ourselves and pounding sand around OB or Mission beach while looking for a rock pile?
