When the surf's flat go for it. It's a shorebreak when there's any decent swell. Waves can often double up so you don't want to get caught and go over the falls. Gets deep quick so there's no jumping off early and wading like you would at LJ Shores. Access maybe be a bit steep and rough at the bottom of the "ramp" to the sand. The sand is more course and gritty. A bigger swell and high tide can chew up the place so keep that in mind if using wheels. I grew up surfing the place. I stick to kayak launching at Shores.

Yes

There are many alternative launch sites all throughout La Jolla. Of course check the reserves and protected areas.

Years back, prior to the MLPA, I would surfboard fish from many of these spots.
The challenge with many of these spots is shore break (as mentioned) poor access, etc.

La Jolla Shores boat launch is pretty damn easy, protected and close to the fishing grounds.

That said, there is fish outside of La Jolla. Go figure. And it can be pretty fun searching and fishing out new spots.

Cheers!
