You need to call the police and tell them your heading over there. That should get them to respond without too much delay.

If you want to catch him you have to act fast. If he reads BWE - or a friend of his reads BWE he might get tipped off before you have a chance to confirm the ownership of the kayak.

Let us know what happens.
