"Only the use of a cane or line is permitted during the practice of sport fishing, per person in the boat, but there is no restriction on the number of replacement tackle items"

I thought I was done buying fishing poles, so where do I get a cane

But seriously does this paragraph mean you can only fish with one pole at a time.
