that's a typical bay fish. The scientific name is wormiest wormfest
bassturd fish. If cooked right they are delicious!

The fleshy flap over the eye would lead me to ID it as a Cabezon (mouth/throat is not always blue). If it is, you can verify it by noticing fewer spines than a sculpin (scorpionfish) and blue flesh. Cabezon is one of the best eating fish ever! But don't eat their eggs - they are toxic.

Cabezon is a member of the sculpin family, and a scorpionfish is really a sculpin, so I can't go wrong by guessing Sculpin
