I'm pretty sure both of those cases are 1) in very populous areas and 2) pretty egregious offenses where the person in question pushed the limits of the person in authority could/should do.

If I'm a lifeguard and I'm just doing my job, and someone tells me "F you, what are you going to do about it?", I'm pretty sure my response is to do everything I can. That guy bought himself a ticket.

That Malibu pier case, dude was at the *pier*, one of the more public spots in Malibu. They asked him to get out of the water and he hung out until the cops launched a boat and drove all the way up MDR.

I'm pretty sure the cops don't like it when you make them chase you.

I think it's gonna get harder to get out sooner than later.

I saw a spearo posting from Ventura county where he was just having a cup of coffee in his truck and the cops rolled him off and threatened a ticket.

As much as I'd like nothing more than to get out with each passingday, I've pretty much thrown in the towel on it since it's so much work to prep my gear and drive an hour only to find out there's nowhere to launch. :/
