then there would have to be a study done on the effects of whale blubber and it's carbon foot print left behind during flight, hazmat testing and removal of blast powder residue in the sand, proposals for more "governmental" studies to make sure that the wildlife eating left over blubber do not incure any lasting health issues as a result of any of this, which there would have to be a new tax fee for said studies that could take up to 5 to 7 years to complete, and then......oh for the simpilar times...
