Thought about fishing for halibut with frozen anchovies, but not sure if that was as productive as fishing plastics? Also, if I'm fishing anchovies, do people usually drop shot them or carolina rig them?

Thanks so much in advance. Will be drifting from my kayak in San diego bay FYI.
