They can take the hoops, kayaks AND their truck. All are equipment used in the process of poaching. A friend told me about some people caught loading up on stocked catfish at a local park lake. He called in DFG who showed up and watched them undercover. They were taking buckets of cats to their car to sell in a restaurant specializing in live fish. Took their gear, their car and their freedom.
