Kayakers regularly launch from Doheny, next to the breakwater. On the sat map from Google, Doheny State Beach is the sand on the far right. I don't know whether that will be allowed for Hobie's paddle out.

Doheny is immediately next to Dana Pt Harbor. The launch ramp is just inside the jaws, at the E in Embarcadero Place. It's a paid ramp - there's a parking fee.

For a free launch and free parking, Mother's / Baby's Beach is deep inside Dana Pt Harbor below the headlands. It's labeled Dana Cove Park. That would be a 1 mile paddle one-way.

HTH. For those unfamiliar with the area, the paddle north to Dana Pt itself is well worthwhile. Very scenic, usually a lot of kelp. Occasional WSB, but it's no LJ. Or you could head south of Doheny to Capo Reef. It's shallow water with a lot of rocky structure and scattered kelp, good for calicos.
