The older officer should have stepped in sooner. As long as you are drifting through the bridge and not anchoring you are O.K.

The area in by the bait receiver is off limits to fishing as well. As long as you don't get too close to the military bases you should be O.K. to drop nets in the bay anywhere you like, but I could be wrong on this so don't take my word for gospel.
