Baja/La Jolla Trip

I'm heading down to Las Gaviotas for a couple days of surfing in early April and I'm considering bringing a kayak to do some fishing if the surf is flat. I was hoping to get some input on if it's worth bringing the yak down and if so, what would be the best way to get a Mexican fishing permit. I'm flying down from the Bay Area and meeting a buddy who is driving down from the Central Coast. Even if we don't fish in mex I'd like to hit La Jolla for a day or two. Any advice would be appreciated!

Your location might help with the fishing permit part.

In San Diego, I cut out the middle man charges and go Straight to Conapesca up by Balboa Park (2389 5th - on the corner of 5th and Kalmia).

Any of the landings sell Mexican fishing licenses also with an added "convenience charge"...
